I think they're keeping it small to keep the cost down and so that it'll go faster. Also, I suspect that the parabolic dishes are being used to focus and direct the laser beams.

This phased laser array setup may be specifically built for this task and may not be exactly like the usual parabolic array.

My GIANT planisphire says on the back that Alpha Centauri is 4.4 light years away and that the very closest star is Proxima in Centaurus at just 4.22 ly.
