Can there be time without movement?

I doubt it, but in order to test this one would have to find a place in or outside the universe where there is no movement at all. I doubt it's possible to do so since the whole universe is expanding, which is a movement itself. I also find myself wondering if we ever did find a place with absolutely no movement, would our watches stop functioning?
Also, what about the movement of sub-atomic particles. Would we want to consider that while answering the question as well?
