I'd say that this more likely indicates the diminishing numbers of species that prey on shrimp. Also, the very large ones covered in the article are hard to find and are either very good at not being seen (and caught) or are near extinction. It may also be a possibility that they only hatch after a certain number of years, or in response to certain conditions like many insects.
