I just read it. Doesn't sound like they are linked together. You can't enter the tunnel in Scotland and emerge in Turkey.

I suspect that a lot of it is damaged. Also, they may have started as local systems that became part of a larger network later. Of course, it's also a possibility that they didn't actually connect in one long 'highway', either. Basically, I think the article is saying that there are lots of these tunnels between Scotland and Turkey.
